<p>Abstract
</p>
<p>Recent developments in economy and technology transformed the society into “knowledge” society from “industry society
and brought rapid economic globalization period. Information Society. Basing upon Information and Communication
Technologies, Information Society is a new model reflecting the qualitative changes in human activities in terms of
Professional, private and organizational aspect. Transition to knowledge society and knowledge-based economy is
essentially necessary to take advantage of digital technologies and benefits of Internet in Europe, create new employment
fields and enable social development. It is significant key factor for EU to strengthen its position as one of the leading actors
of the world. Activities and facilities planned to be executed for social and community improvement have been mentioned in
information policy documents of European Commission and European Parliament.
